Bush personally ordered that Mahmoud not be investigated, because of the obvious implications to the Pakistani government's involvement in the 9/11 attacks. The money originated with the United States government, Mahmoud was suspended on 8 October 2001, and "retired," i.e. dismissed, soon thereafter.
